[Heck yes she is. The pinkest of them all.]

You merely have to break the disk over a Pokémon's head, and it'll learn the attack. TMs are usually single-use items, but we sometimes receive disks that repair themselves indefinitely, like HMs do.

That's right. HMs also tend to teach moves that make travelling easier, while TMs offer a much greater variety of types and effects.
